West Yorkshire PTE grew out of the Transport Act 1969. Its creation mirrored the creation of the West Yorkshire County Council, both coming into existance on 1st April 1974.

WYPTE (or Metro as it quickly became known) took on the bus operations of Leeds City Transport, Bradford City Transport, Huddersfield JOC and Calderdale JOC (which was created a few years earlier by the merger of Halifax and Todmorden JOCs).
